What is the ohio law pertaining to juviniles being tried as adults?

I have a boy who is 16, I'm entrusting him with murder and attempted murder. He had always been a good kid and has had no prior experience with law enforcement. They told me transferred to adult courts because the circumstances of the crime and the law. I wonder what the law provides that a child is tried as an adult. I can 't seem to find it.

How can they amend a recently made law if the majority of the voters passed it for a reason?

I read that in Connecticut voters passed a law decriminalizing the use of marijuana, but they might amend law making it a criminal offense. Voters passed the law by a 65-35% margin and local officials are tyring to repeal it for some reason. I just would like to know how our government is supposed to work if they can just repeal any law that the voters pass?
